This is referring to Mr. Wulff (currently German's President - representative post like the Queen's) and his affairs about economical advantages in his privatre from contacts he got through his job. In Germany independence and honesty is the most valuable virtue the people expect from the President. Not necessarily from other politicians. Hanover is the capital of Lower Saxony where he was a Minister (like in the US a senator) before Angela Merkel litterally forced him into the current position. Germans have started calling him "Präsidenten-Azubi", meaning President Trainee since he explained his corruptive actions with lack of experience as a President.
